Event Management

`GB.CanRaise`	Checks if an observer has an 事件 handler for a specified event.
`GB.GetEvent`	Returns an event 标识符.
`GB.Raise`	Raises an event.

Overview

These functions allow you to raise an 事件 from a specified 对象, and to get all needed information for raising this event.
